The organizing principle of American foreign policy in the Middle East is to just build as big of a coalition as possible to counter Iran. The idea is that if the Emiratis and the Saudis are willing to throw the Palestinians under the bus, pretend as if everything is fine, then there can be an alliance against Iraq. And this is just the latest iteration of the same idea as before. This is the same thing that's motivated much of the Oslo Peace Report.
