The Second Law, the Golden Rule

There's no way to guarantee that you'll keep your word. Hence, you need some sort of civil authority to enforce it. On the one hand, it's religion, and on the other, it's the monarch or the worldly authority. The god part, which is only in a couple of places here, seems like an afterthought. It's just tacked on, because he explicitly says, there is no injustice. There is no justice, or right or wrong, before there is a state to dictate what right or wrong is.
