He says venture capitalists have never dealt with the DOD before and so they don't understand how non rational it can be on short-term cycles. Stanley: I think this is going to go through the same thing. The faster that we can get through that peak of expectations and then through the trough of a disillusionment, then we'll be on the path to enlightenment.
