The Debacle at the US Border

CNN's John Sutter says the debacle at the US border is by design. The police in El Paso, Texas can't arrest anybody because they don't have anywhere to put them,. You've got 20 between 20 and 50 gangs that will start ransacking a private residence. What are you supposed to do? Well, I was thinking about this quite a lot, not the border so much because it's well-intentioned but just uncontrolled.
