The waste from commercial nuclear energy in the US could fit on a football field stacked about 50 feet high. Each nation only needs a few facilities the size of normal warehouses to store any of this waste or extra that comes from the process of creating nuclear fuel. The key thing to understand here is that as you said earlier most of the fuel that's in the rod is still U-238 and it's there during the process.
