Introduction
Fifty years ago, this month, President Richard Nixon declared war on drugs. The drug war was largely responsible for a dramatic rise in U.S. incarceration rates. As of today, the United States has by far the highest incarceration rate in the world. We're at around 600 inmates per 100,000 adult population. For comparison, European countries' incarceration rates are typically less than one-sixth this level.
