What's the Difference Between Public and Private Sector Unionization?

The National Relations Act of 1935 gave American workers a fairly protected right unionized. But that only covered private sector workers, not public sector workers. So each state has to decide whether to give its public sector workers a right to unionized. Once a state gives them the right generally mayors and city council presidents don't fight against the union.
