He argues that employers have a very hard time subdividing labor in ways that may get more efficient or amenable to mechanization such that you can provide more product for less expenditure, thereby lowering the cost over time. The elasticity of hair work makes care kind of complex relational thing to provide; it's often indeterminacy as some kind of blurry boundaries.
