Do You Fly the Heading or the Ground Track?

When a t c gives you a heading, do you fly the heading or t ground track? With most planes having a g p s. It's easy to see how our track can be different than heading with a strong cross wind. For example, i've seen intercept vectors to join an instrument approach that would take a long time to join the approach. But definitely, when they ask you to fly heading, they mean it. Definitely do fly the heading. Forget about the ground track. That's their problem to figure out.
