Is It Possible to Have a Culture of Civility?

Under the right conditions, democrats and republicans can talk constructively about their differences. We do have to marginalize conflict on triperners whose path to power is based on sowing distrust between different groups of citizens. But surely that requires a kind of culture of civility, and that's not easy to cultivate over social media. Se i could imagine a populace saying, look, we have a representative democracy. What are you worried about? It's just you don't like the people whove come to power. That's what's going on here....
