In North America, the landfills are typically owned by either the waste hauling company that has the contract for a municipal area to collect and dispose of the waste. The waste haulers then contract with a municipality to dump the garbage and the municipalities landfill. In rural communities on the west coast in the US, there's these great businesses where you have a government mandated monopoly. If you own the landfill, that gives you a bit of an economic mode. It can be a high return business just the collection disposal part of it.
