There is no central global tax authority rank. That's generally a matter of domestic law and sort of sovereignty of individual nation states. New technology, i ps all that have given company more flexibility on where they are based. This makes it harder to tax corporations as they shift profits around. Tax is one of the metrics along which countries compete. And so at the global minimum, taxis try to solve is that race to the bottom.
