Russia bought Alaska in 1867 for $7.2 million, which was ridiculed by Congress at the time. The Russians never sought about offering it to Canada or the British I suppose. Peter the Great is a classic figure in this respect - he's seen as one of the first great enlightened despots. He does a lot of things without any hint of oriental despotism. But on the other hand there are certain characteristics that could be easily put in the sort of Janus like East and West.
