The Importance of Institutional Motivation in Politics
I don't think there's any way around this. If you wanted to follow the framers advice, if there is a way around it, it would have to be institutional. So if we had the mandate of a balanced budget with a punitive measure, now I think it would work. People often talk about how a balanced budget amendment would get us most of the way home. That'd be a strong incentive, or disincentive. Wouldn't that be interesting?
