Pirates had a democratic system because it helped them get what they want. They also had this thing called the pirate code or their own sort of mini constitution for the trip. When a ship is robbed, nobody must plunder and keep his loot to himself. Everything that is taken must be shared among them all without any man enjoying a penny more than his fair share in order to prevent deceit.
