Did Christopher See the Buried Buildings?

Jenny Christopher says the buildings were built by mistake, and when the error was realized, instead of demolishing the buildings or changing the plans, they buried them. No one official has ever said anything about buildings being built in the wrong place, much less being buried. She also describes large empty areas that are cordoned off with chain-link fence with the barbed wire tops facing inward.
