The Moral Vacuum

The official attitude to brutality was permissive, a moratorium on restraint and self-control. Common decency became optional, a matter of personal inclination. Even those who refused to be drawn in were left morally thrown off balance. Without military discipline, they were alone in the country with no point of reference.
