Is China's Qad a Grouping of Democracies?

Democracy is a big piece of calt. It is one of the common grounds that the pod countries have. They have a share of the value, which is not consistent with the values that china emphasize. So in that sense, democratic values can play a role. But i think the four countries aim higher. I think the intent is to elevate the direction of port even higher than just counter in China.
