There's a widespread systemic failure of taking care of the poor people in this country. The states and cities just don't have the money to handle it. And there's no one lobbying for any kind of robust policy to handle things like homelessness or root cause of violence. We treat these things as if they're laws of nature and they're not, they're policy choices.
