In Revelation, Nero is seen as the as the enemy and Rome is the enemy of God. The author thinks that Rome has so corrupt that it has slept with the other nations of earth so as to become rich. That's a major reason why Rome has to be destroyed by God because all of the wealth that it's accumulated really belongs to the Christians.
