After the murder of jerry taylor, john felt malvo was now ready for the grand plan. He explained to malvo that there were three phases. Phase one was to commit 25 murders per week for four weeks. Two was to murder a police officer and then blow up his funeral using home made explosives,. killing hundreds of other officers in one go. And then face three was to demand ten million dollars in order for the killings to stop.
