The Law of Voting in Florida

The vast majority of Florida voters have filled out a little SAT form. Some people will just vote for Bush and Gore or some people are just ding-dongs who vote for every single bubble because they like filling out bubbles. The legal standard in Florida for counting votes like this is can you determine the intent of the voter? So it's kind of this thing where as soon as something is weird on the ballot, it just gets thrown out automatically.
