In 1945, an economist named Okita Saburo spoke to a friend about the future of Japan. He said he would be happy if rearmament was banned in post-war Japan. But by 1952, seven years after that conversation, Japan's economy had faltered badly. The most optimistic projections for Japan's future put it on a path to becoming a mid-rank neutral power with limited regional influence.
