What Is a Mean Solar Second?

In 1927, the first quartz clocks were built. Unlike mechanical clocks that used weights or pendulums, quartz clocks use electricity and quartz crystals. You run an electrical charge through a quartz crystal and it vibrates at a reliable frequency of around 3768 times a second. And if you keep that vibration happening under stable conditions, you have a clock that drifts one second every 30 years. Why is this better though than I guess my question is because our time is based on the earth rotation.
