What Is His Evidence for This Thesis?

The author has a vision of what the world will look like in 50 years. But he caveats himself into oblivion when it comes to evidence for or against his thesis. He says anything that happened during the Cold War doesn't really count because it was under the rubric of the Cold War. His theory is just like well, they're both mad at us. So maybe they'll team up.
