Is Us O Tracking the Price of Oil?

i've been looking to rotate more into a pure oil play. I don't have access to futures, and the prospect of having to take physical delivery scares me. So i've looked into us o and l k. Why do both of their prospectuses say their goald isn't to exactly track the price of oil? Oh, that was like a tongue twister for me. Also, if us o is supposed to track oil, why was its per share value 800 dollars plus back in two thousand eight? As always thinks t's a great question.
