Under Nehru there were some guardrails because Nehru was particularly deferential towards this kind of procedural democracy. But on the other hand you do see that especially after the failure of the second five-year plan you do see in some ways the sort of antibodies in the system acting up. And so I think there's this willingness to jettison politics in a way that I think can be sometimes dangerous.
