CSS and JS: The Dependency on Runtime

The bundler effectively transforms a big CSS job into a big string that it embeds in the bundle that it generates. So it's basically embedding effectively so it might be let's say using an import statement but to import CSS instead of JavaScript. Yes and it has some interesting use cases but I think a lot of the arguments against CSS and JS specifically is the dependency on runtime onruntime code.
