The East India Company has a monopoly on the China trade and the government in Great Britain taxes it very heavily for that privilege. The tea that's imported to England from China at various times has 100% or more tax levied on it, which becomes a very substantial revenue stream for the British government. Even McCartney in 1793 recognized that already the Royal Navy was powerful enough to bring China to its knees.
