Kenneth Parnell and the Kidnapping Trial
Kenneth parnell was convicted of molesting an eight year old boy before the kidnappings, but he was never registered as a sex offender. At the time, sexual assault and kidnapping both had three year statutes of limitation. That meant that prosecutors couldn't charge kenneth with any of the sexual assaults he committed before 19 77. There were still almost a hundred sexual assault charges that the prosecutors could have brought against kenneth,. But they decided that they didn't want to harm stephen by making him testify about those assaults. Stephen eventually started working at a butcher shop, where he met a girl named jodie edmonson.
