The history of democracy in russia is not very deep. It was more, you know, for me, what's more important when it comes to checking leaders and making war less likely? I mean, having mass elections is potentiallyis important. But leaders who just face elections and don't face any other legislatures or courts or other bases of power that aren't necessarily formal find it very easily to manipulate elections mand so in some sense, the checks that are really matter for warfare, in thinking about warfare, are ar maybe tese these checks and balances.
