Both Carter and perhaps Biden are leaving in their wake something of an opportunity for the conservative movement. If you look at the ground, obviously Biden is extremely unpopular in the polls. That includes among many Americans that consider themselves independence or even some Democrats who are unhappy about the economic situation. This is very similar to what things look like at the end of the Carter administration.

Longtime political observers say the conditions are ripe for a conservative cultural resurgence.
