Russia has been building a kind of autarcic resilience to the internet within russia, which i suppose has some impact in terms of being able to reduce the attack surface. And they are clearly driven by trying to control information in their own congy. That's probably a bigger driver than the commercial and how do things like starlink play into all this? It wasn't really in their interests commercially to cut themselves off, but as a kind of doomsday sonario, it made sense.
