Returning Items Is a Powerful Idea

There is very little that source countries can turn to legally to regain their heritage. An international treaty called the 1970 UNESCO Convention allows some countries to reclaim some particular kinds of objects but it's very limited in what can actually be returned. So this leaves countries who want things back relying on moral arguments and persuasion.
