Why Did the Fed Do Massive Quantitative Easing?

If you were to read the popular press, you would for sure believe that the Fed's massive quantitative easing with respect specifically to mortgage bonds played a huge role in driving mortgage rates. So do you disagree with that? And again, if so, why did they do it? I think the evidence I've seen is there is a little bit of an impact, especially on the long-term rate and particularly on the first QE. But otherwise, there is even a debate about whether QE had a large impact.
