The Average of Down Ballot Special Elections and Off Year Elections

In 20 17, in the first year of the trump administration, there were like a hundred 20 down ballot special elections. That was pretty much on target with what they did in 20 18 when they took back the house. In 20 19 comes along, and democrats were still doing pretty well, but they were only over performing the 20 16 margin by about four to five points. And that should a ben a clue, in retrospect, that ther i democrats will hold the house, but with a reduced majority.
