What's the Point of a Bad Plug?

There's a rumor that 457 dead people were shipped to Japan for some reason. It seems like a reasonable guess would be somewhere between 4 and 600 dead. The city should have known something was wrong, but they didn't give a shit. And we see that cycle repeating itself with Puerto Rico. Where it's weird how things rhyme all of the time in history.
