The president of Ukraine just signed into law a decree that prevents him from even negotiating with Vladimir Putin. The only reason why the world wasn't blown up during the Cold War is because people negotiate, says CNN's John Defterios. "Without diplomacy, we're not going to see the nukes," he adds.
