Tough on crime attitudes are fuelling part of this debate. Prisoners, as a constituency don't carry much political favour. There's the perception that prisoners are already likely to support democrats. And so republicans have no real desire to offer them something that could play into democrats hands. Another stated reason is frugality. The texas department of criminal justice has estimated that it cost a wopping one billion dollars to add universal air conditioning in the state.
