In the 1980s, the US was mad at Japan for allegedly dumping cheap semiconductors. With the US economy sinking, there is growing pressure in this country to get a better trade deal with the Japanese. After pressure from US businesses and a tense negotiation, the Japanese eventually agreed to stop their alleged dumping. But more importantly for our story, they also agreed to open up its local microchip market to US companies.
