Hackage Overlays - Is There a Social Solution?

I think there are certainly some of these problems about changes that have a technical solution but many of them need a social solution as well. So, and I don't know, I think if we can sort of identify what are the real problems rather than just saying, you know, things break too often or people aren't listening, say, let's be tangible,let's be concrete, what could help? What is a problem and what could we do that would help? I think we might progress. It could still make progress. But I'm sorry, that's not a very specific answer.
