The founders didn't initially believe in a standing navy. In order to provide for the defense of our water surrounded country, they issued letters of Markner pride. The concept was you create a bounty and again, these Silicon Valley zillionaires were proposing putting up 10 million or 50 million on people responsible for 9-11. Now imagine if we'd gone that route, we could have saved the 10 years until the Navy seals went in and supposedly got bin Laden and killed him and dumped him overboard.
