We have resisted this ID card thing for so long. It is one of the simplest ways of creating a faster deterrent without planes to rewander. I never understood why we can't pick it up. Sagit Javed, the former Health Secretary, suggested this as an idea when he gave evidence to the Health Commission. Ken Clark also suggested it, both to us and to you on Times Radio. We may have to look at some means of making the better off patients, making some modest contribution to their treatment.
