Up until 19 13, the new york state military law actually didn't allow for african amer s to join. But after lots of lobbying by prominent afAfrican american and progressive new yorkers, a law would finally pass in albany in 19 13 that changed that. It called for an all black regiment to be formed and equipped in new york city. That would be stalled, and nothing would happen until 19 16, when new york's governor, charles whitman, finally made it happen. In 19 16, he formed the all black fifteenth new york national guard regiment,. He named his friend william heyward to serve as its commander.
