We're not talking about the CIA going rogue and doing something that the president wasn't aware of I mean I think we understand the chain of command is still intact. No this is not at all a rogue operation in the least following then the timeline if we return to the account as Seymour Hirsch describes it. The decision is to involve the Norwegians in some way and mount a very complex James Bond style operation involving sinking explosives  and then using a separate destination device at a different date to kind of distract people from putting two and two together.
