Is the Inherent Officer Category Really Big or Small?

It's not clear whether the inferior officer category is supposed to be really big or really small. It's only triggered when Congress decides to take somebody outside of the default appointments process and move them to the inferior category. So there are a ton of people in the government who are Senate confirmed for whom we don't really know if Congress wanted to get rid of Senate confirmation.
