Fusion is interesting because it's not really directly weaponizable. You have to work very hard to make these conditions in which you can get energy gain from fusion. So even if the power consumption of the device goes up, it just kind of burns itself out immediately. The underlying underneath it core technology like can't be directly used in an nefarious way because of the power that's being emitted.
