In 1961, when he was still young, Kofi Annan went to the US for a degree in economics. He joined the UN in the early 60s and worked his way up until becoming Under Secretary General for peacekeeping. In 1995, while his boss, the then Secretary General, was unreachable on an airplane, he effectively suspended UN rules so that the United States could launch airstrikes in Bosnia. Some people say made him Washington's favorite or even a Washington stooge.
