Nuclear power plants are running on fuel that also has already a high burn up behind it. So as those cores are very low on reactivity, it is hard to start them back up again. It sort of sounds like he's e thinking about a nuclear power plant as if it's a coal plant,. in terms of that idea that you can just sort of keep it idling and fire it up when the lights all go out in the south. The coal power plants will run into em somewhat similar issues as a lot of witthestarter procedure is slowly bringing this giant machine up to temperature.
