How Do You Create a System That Will Succeed or Fail?

How do you make sure that system's going to succeed versus fail? I mean, is there certain points that you look at as an as economists for example. How should i be thinking through my decision making? So the one thing that can give you, let's say, the best chance to succeed if you think like an economist.
